Doumbouya Commits to Constitutional Order in Guinea by 2025

Guinea’s transitional president, General Mamadi Doumbouya, emphasized his resolve to restoring constitutional order during his New Year’s address on December 31, 2024. He stated that the process would begin in the first quarter of 2025, with the signing of a decree to hold a constitutional referendum.

In his speech, Doumbouya reviewed his administration’s accomplishments over the previous year and provided a road plan for the country’s political future. He underlined the necessity for strong, long-lasting institutions to protect Guinea’s democracy.

Key elements of the transition include:

  • A New Constitution: A referendum will be held to adopt a constitution reflecting the aspirations of the Guinean people and ensuring stable governance.
  • Elections in 2025: Presidential, legislative, and local elections will be organized with a focus on transparency, inclusivity, and adherence to republican values.
  • Constitutional Pillar of Transition: The adoption of the new constitution will mark the official end of the transition period and the restoration of constitutional order.

A team of Guinean specialists will study the draft constitution before it is submitted for ratification by the National Transitional Council. According to Doumbouya, the referendum will result in a constitution customized to Guinea’s social, political, and economic conditions.

A Clear Election Calendar
Doumbouya also stated that a new electoral code will be finalized in 2025 to provide a robust legal foundation for fair and efficient elections.

He continued by emphasizing the need of sustaining peace and unity during the transition period: “Without long-term peace, we cannot achieve our objectives.” Together, we shall establish a modern and thriving Guinea in which all citizens’ rights are respected.”
